Using evidence to develop effective and sustainable tax and price policies on all tobacco products aimed at curbing tobacco use in Vietnam (1)

The aim of this project is to strengthen tobacco taxation policy based on best practice in order to reduce the affordability and consequently the consumption of tobacco products in the context of Vietnam. The project will develop an achievable and strategic road-map for tobacco tax increases based on evidence and best practice. In consultation with experts, policy-makers and other stakeholders it will develop and draft an amended excise tax law for the Government and for approval in 2014 by the National Assembly.

Advocacy for comprehensive smoke-free policy implementation in Vietnam by measurement of PM2.5 in secondhand smoke in restaurants

The purpose of the project is to undertake an air quality monitoring study to assess the pollution level of secondhand smoke (SHS) at selected restaurants in three cities of Vietnam, namely Hanoi, Hai Phong and Ho Chi Minh city. The purpose of the study is to build public support for 100% smoke free implementation, and show evidence that designated smoking areas do not protect non-smokers from second hand smoke .

Communication and Advocacy for the effective implementation of regulations for zero tobacco advertising, promotion and sponsorship in Vietnam

Monitoring and advocacy for better enforcement of the ban on tobacco advertising and promotion, and for closure of gaps on existing policies at Points of Sale in Vietnam.

Hanoi School of Public Health

The overall purpose of the project is to provide evidence to showcase existing violation of the bans on Tobacco Advertising and Promotion (TAP), as well as to identify tactics of the tobacco industry at POSs in 10 different provinces throughout Viet Nam. The project will also provide focused support to Dong Thap province to pilot comprehensive implementation of the TAP Ban law. In completion of the 10 province study, and with lessons learnt from Dong Thap province, the project seeks to propose concrete recommendations for better enforcement as well as the closure of gaps on existing TAP policies.

Project to support the enforcement of smoke free transportation in Ho Chi Minh City, Vietnam

The project aims to create and sustain a smokefree environment in public transportation in Ho Chi Minh City. It will plan and establish an official instruction to ban smoking, strengthen the capacity of public transport staff to sustain tobacco control activities, conduct awareness activities, ensure effective enforcement and demonstrate the effectiveness of the project by increasing transport workers’ awareness of the policy by 50% and by achieving compliance rates of 80%.

It builds upon accomplishments in 6 other provinces and will build enforcement capacity of local leaders and designated enforcement offices in Thua Thien - Hue and Khanh Hoa provinces through provision of toolkits, guidelines, training and technical support. The project will also increase awareness and support for enforcement through networking, engaging the media, and educating and informing the public and policy-makers. The project also seeks to build capacity for stronger enforcement of national smoke free laws.
